Reichers and Schneider (1990) indicated that an organizational cli-
mate should reflect absolute non-tolerance for sexual harassment. Policies
and procedures in the workplace environment are necessary to eliminate
the conditions in which sexual harassment is likely to occur. Challenges
remain for a more informed understanding of what policies, procedures,
and strategies are needed to address this issue.
As another way of addressing sexual harassment, organizations may
actively promote ethics standards within their organizations. Joseph
(2000) listed some of the potential benefits of an effective ethics program:
￿ Fostering a more satisfying and productive working environment;
￿ Building and sustaining your organization's reputation within the
communities in which you operate;
￿ Maintaining the trust of members to ensure continued self-regulation;
￿ Legitimizing open discussion of ethical issues;
￿ Providing ethical guidance and resources for employees prior to mak-
ing difficult decisions;
￿ Aligning the work efforts of staff with the organization's broader mis-
sion and vision.
Gretchen Winter, vice president of business practices at Baxter
International, stated that ethics standards programs are designed to affect
how people think about and address ethical issues that arise on the job
( Joseph, 2000 ). She felt that offering employees ethics training, and
resources, can create a positive work environment in which employees
can acknowledge that they have an ethical dilemma. This is designed to
guide employees in working through such dilemmas before making
unethical decisions.
Winter felt that ethical guidelines in the form of policies and practices
offer employees the basic tools they need to take informed risks on behalf
of their organizations. She stated that everyone benefits by steering
employees away from ethical risk-taking and into more productive and
appropriate kinds of behavior. Joseph (2000) noted that there is no substi-
tute for clear procedures and sanctions, but he recommended a set of
ethics standards that promote the following:
￿ Less observed misconduct at work;
￿ Greater willingness to report misconduct;
￿ Greater
satisfaction with the organization's
response to reported
misconduct;
￿ Greater overall satisfaction with the organization;
￿ Greater likelihood of “feeling valued” by the organization.
